Every employee who handles, packages, labels, or prepares hazardous materials for shipment must complete DOT-mandated hazmat training. Who Needs Hazmat Training
The training requirement extends beyond just drivers. Anyone involved in preparing hazmat shipments needs training, including warehouse workers who handle hazmat packages, employees who fill out shipping papers, workers who apply hazmat labels and markings, personnel who load hazmat onto vehicles, and supervisors overseeing hazmat operations. Even office staff who prepare hazmat documentation must be properly trained.
Required Training Categories
DOT requires four categories of hazmat training under 49 CFR 172.704. General awareness training covers the basic hazmat regulations and hazard recognition. Function-specific training addresses the actual job tasks each employee performs. Safety training covers emergency response and hazard protection procedures. And security awareness training addresses the security risks associated with hazmat transportation and how to recognize threats.
Training Frequency and Documentation
Initial hazmat training must be completed within 90 days of employment, and refresher training is required at least every three years. Employers must maintain training records for each hazmat employee, including the employee’s name, completion date, training materials used, and the name and address of the trainer. These records must be kept for the duration of employment plus 90 days.
Consequences of Non-Compliance
PHMSA can impose civil penalties up to $500,000 per violation for hazmat training failures, and criminal penalties can include imprisonment. During roadside inspections and facility audits, training records are among the first items inspectors request.
