Limited Quantity Dangerous Goods Shipping: IATA IMDG LQ Provisions Guide
Understanding Limited Quantity Provisions for Dangerous Goods
Limited quantity (LQ) provisions under IATA DGR and IMDG Code offer reduced regulatory requirements for smaller quantities of dangerous goods shipped in consumer-type packaging. These provisions significantly simplify shipping for qualifying products, reducing costs and processing time while maintaining safety through packaging performance standards.
What Qualifies as Limited Quantity?
Limited quantity eligibility depends on the hazard class and packing group of the dangerous goods. Each UN number has a specified LQ threshold listed in the dangerous goods list (Column 7a in IMDG, Chapter 2.7 in IATA). If inner containers do not exceed this threshold and are packed in compliant combination packaging, the shipment may qualify for LQ concessions. Not all dangerous goods classes are eligible for LQ provisions.
IATA Limited Quantity Provisions
IATA DGR Chapter 2.7 defines limited quantity provisions for air transport. Eligible shipments require specific packaging meeting UN performance standards but benefit from reduced documentation (no Shipper’s Declaration), simplified marking (Y-label design), and elimination of shipper training certification requirements. Air freight forwarders still must verify LQ eligibility and ensure packaging compliance before accepting shipments.
IMDG Limited Quantity Provisions
The IMDG Code Chapter 3.4 provides LQ concessions for ocean transport. Benefits include exemption from most marking requirements (replaced by the diamond-shaped LQ mark), reduced documentation, and relaxed stowage requirements. Quantity thresholds for ocean LQ are generally more generous than air LQ limits, allowing larger inner container sizes for the same products.
Packaging Requirements for LQ Shipments
Despite reduced regulatory requirements, LQ packaging must meet specific performance standards. Inner containers must not exceed the LQ threshold for the specific UN number. Outer packaging must pass drop tests at reduced heights compared to full regulation packaging. The total gross weight of the completed package typically cannot exceed 30kg. Quality inner packaging with secure closures prevents leakage during transport.
Benefits for E-Commerce and Retail
Limited quantity provisions are particularly valuable for e-commerce fulfillment of consumer products containing hazardous ingredients. Household cleaners, personal care products, nail polish, and small aerosol cans frequently qualify for LQ provisions. LTL carriers and parcel services handle LQ shipments with streamlined procedures compared to fully regulated dangerous goods.
