CDL Hazmat Endorsement Requirements for Dangerous Goods Drivers

Drivers transporting hazardous materials in commercial motor vehicles must hold a Commercial Driver’s License (CDL) with an H (Hazmat) endorsement. This endorsement requires passing a knowledge test, undergoing a TSA security threat assessment, and maintaining current medical certification. These requirements ensure drivers understand the unique risks and procedures associated with dangerous goods transport.

TSA Security Threat Assessment

The TSA Hazmat Endorsement Threat Assessment Program (HTAP) requires fingerprinting, background investigation, and immigration status verification for all hazmat CDL applicants. The assessment must be completed before the endorsement is issued and renewed every five years. Processing takes 30-60 days, requiring advance planning for new trucking company drivers entering hazmat service.

Knowledge Test Requirements

The CDL hazmat knowledge test covers hazardous materials identification, communication requirements (placarding, marking, labeling), loading and unloading procedures, driving and parking rules, emergency response procedures, and route planning restrictions. Drivers must demonstrate understanding of the hazard classes, shipping paper requirements, and actions to take in case of accidents involving hazmat cargo.

Training Beyond the CDL

49 CFR 172.704 requires hazmat employee training covering general awareness/familiarization, function-specific responsibilities, safety, security awareness, and in-depth security training (for security plan materials). This training supplements CDL test knowledge with job-specific procedures. Motor carriers must document all training and maintain records for current employment plus 90 days.

Tanker Endorsement for Bulk Hazmat

Drivers transporting bulk liquid hazmat in cargo tanks exceeding 119 gallons must also hold a T (Tanker) endorsement on their CDL. The X endorsement combines both H and T requirements. Tanker driving skills including surge management, rollover prevention, and product-specific loading procedures are critical for safe bulk hazmat transport.

Medical Certification and Drug Testing

Hazmat CDL holders must maintain current DOT medical examiner certificates and participate in employer drug and alcohol testing programs including pre-employment, random, post-accident, and reasonable suspicion testing. LTL carriers and truckload operators must verify driver qualification files including medical certification and testing records before assigning hazmat loads.
