When Competent Authority Approval Is Required
CAAs are required in several scenarios including shipping forbidden dangerous goods, using non-standard packaging designs, exceeding quantity limitations, and transporting new or unusual hazardous materials not yet listed in the regulations. Large-format lithium batteries for electric vehicles, novel chemical formulations, and prototype energy devices frequently require competent authority review before transport.
US DOT Special Permits
In the United States, the Pipeline and Hazardous Materials Safety Administration (PHMSA) issues special permits authorizing deviations from 49 CFR hazmat regulations. Applications must demonstrate that alternative compliance measures provide an equivalent level of safety. Processing times range from several weeks to months, making advance planning essential for international shipping programs.
IATA and ICAO Approvals
For air transport, the IATA DGR references state civil aviation authority approvals for specific situations. The FAA issues approvals for US-originating shipments, while destination and transit country authorities may also need to approve the shipment. Bilateral and multilateral agreements between states streamline some approval processes but add complexity to multi-country routing.
IMDG Code Flag State Approvals
Maritime competent authority approvals come from flag state administrations under the IMDG Code. The country where a vessel is registered determines which authority issues approvals for dangerous goods carried on that vessel. Port state authorities may also need to approve dangerous goods transiting their harbors, adding layers to international ocean shipping approval processes.

Competent authority approval applications require detailed technical justification including product hazard data, proposed packaging specifications, safety analysis, emergency response procedures, and equivalent safety demonstrations.
