Since 2003, DOT has required shippers and carriers of certain hazardous materials to develop and implement security plans. These plans address the risk of hazmat being stolen, misused, or targeted in a terrorist attack. Who Needs a Hazmat Security Plan

Under 49 CFR 172.800, security plans are required for companies that offer or transport certain quantities of hazardous materials. This includes any shipment requiring placarding, any quantity of select agents or toxins, large bulk quantities of certain hazmat classes, and radioactive materials in certain categories. Both shippers and carriers who handle these materials must have documented security plans.

Required Plan Components

A hazmat security plan must address three main areas. Personnel security covers hiring practices, background checks, and employee screening procedures for hazmat workers. Unauthorized access prevention addresses physical security measures for hazmat during storage, loading, and transport.
