Freight Shipping from Miami to Paraguay and Bolivia: A 2026 Guide
Paraguay and Bolivia are the two landlocked markets in South America, and that single fact drives everything about shipping to them from Miami. There is no port of discharge in either country. Your container is discharged somewhere else — a river port, a Pacific port or an Atlantic hub — and then moves inland by barge or truck. The ocean leg is rarely the part that goes wrong. The inland leg is.
Paraguay: the river is the highway
Cargo for Asuncion and Villeta typically arrives by ocean at a River Plate gateway such as Montevideo or Buenos Aires and then moves up the Parana-Paraguay river system by barge. Paraguay operates one of the largest barge fleets in the world for exactly this reason. Barge transit adds days to weeks depending on water levels, and low-water periods on the Parana can materially slow the system.
Practical consequences for a Miami shipper:
- Quote and plan door-to-door, not port-to-port. A CIF Montevideo price hides most of the cost and most of the time.
- Seasonality matters. Ask your forwarder about river conditions before committing to a delivery date.
- Build extra protection into packaging. Multi-modal handling means more touches.
Bolivia: Pacific or Atlantic, and it is a real choice
Bolivian imports commonly route through the Chilean ports of Arica or Iquique, where Bolivia holds free-transit rights, and then move overland to La Paz, Cochabamba or Santa Cruz. An Atlantic routing through the River Plate or Brazilian ports is also used, particularly for Santa Cruz in the eastern lowlands. Which one is faster depends entirely on the final city, so name the delivery city before you compare quotes.
Altitude is a logistics variable here, not a travel detail. Cargo destined for El Alto and La Paz climbs to well over 3,500 meters. Sealed containers, pressurized packaging, aerosols and some electronics behave differently at that elevation, and carriers will ask.
Air freight out of MIA
Miami is the natural air gateway for both markets. Asuncion, Santa Cruz’s Viru Viru and La Paz’s El Alto are all reachable with a connection, and for spares, medical devices, samples and high-value electronics the time saved is usually worth it. Our comparison of air vs. ocean freight from Miami to Latin America lays out where the crossover point sits, and chargeable weight from MIA explains the pricing.
Documents and clearance
- Commercial invoice in Spanish, with HS codes, unit values, Incoterm and country of origin
- Packing list with gross and net weights and marks that survive multiple handlings
- Bill of lading or air waybill naming the consignee and their tax registration
- Certificate of origin where a preference applies
- Product certificates for food, agrochemicals, pharmaceuticals, medical devices and telecom equipment
Some Bolivian consignees still request consular or notarized legalization of trade documents. Confirm the requirement with your consignee’s customs broker before the cargo leaves Miami, because fixing it afterwards is slow and expensive. On the U.S. side, follow our AES and EEI filing guide.
Where Miami adds value
Because these lanes are long and multi-modal, staging and export packing in Miami pays for itself. Consolidate supplier shipments into one controlled lot, crate to ISPM 15 standards, palletize for barge and truck handling, and ship once. That is the same logic behind groupage consolidation out of Miami, applied to a longer lane. Our Miami 3PL warehouse handles the receiving, inspection and crating before the booking is confirmed.
Frequently asked questions
How does freight reach Paraguay if the country has no coastline?
Containers are discharged at a River Plate gateway such as Montevideo or Buenos Aires and then move up the Parana-Paraguay river system by barge to Asuncion or Villeta. River levels affect transit, so confirm conditions before committing to a delivery date.
Should Bolivian cargo route through Chile or through the Atlantic?
It depends on the destination city. Arica and Iquique in Chile are common gateways for La Paz and Cochabamba, while Santa Cruz in the eastern lowlands is often better served through an Atlantic routing. Name the final city before comparing quotes.
Can I get a door-to-door price from Miami?
Yes, and you should insist on one. A port-to-port price to Montevideo or Arica hides the barge or overland leg, which is where most of the cost and most of the transit time on these lanes actually sits.
