What the IATA DGR actually is
The IATA Dangerous Goods Regulations is the manual the air cargo industry uses to move hazardous materials safely by air. It is built on the ICAO Technical Instructions — the underlying international standard — and repackages them into a working format for shippers, forwarders and airlines, with additional operator and state variations layered in.
Two things about the DGR matter more than any specific rule inside it. First, a new edition is published every year, and changes are not cosmetic — classifications, packing instructions, and battery provisions in particular have moved repeatedly in recent editions. Second, airlines and countries add their own variations, so a shipment that is acceptable in principle may still be refused by a specific carrier or on a specific routing.
The practical consequence: always work from the current edition, and confirm your specific commodity, packaging and routing with a qualified dangerous goods specialist before you build the shipment. Nothing in this article is a substitute for that.
The nine hazard classes at a high level
Dangerous goods are grouped into nine classes, several with divisions. At a high level:
- Class 1 — Explosives. Heavily restricted in air transport; many divisions are forbidden outright.
- Class 2 — Gases. Flammable, non-flammable/non-toxic, and toxic gases, including compressed cylinders and aerosols.
- Class 3 — Flammable liquids. Solvents, paints, many fuels, alcohol-based products.
- Class 4 — Flammable solids, substances liable to spontaneous combustion, and substances that emit flammable gas on contact with water.
- Class 5 — Oxidizers and organic peroxides.
- Class 6 — Toxic and infectious substances, including certain diagnostic and biological shipments.
- Class 7 — Radioactive material.
- Class 8 — Corrosives. Acids, alkalis, some batteries and battery fluid.
- Class 9 — Miscellaneous dangerous goods. A catch-all that includes lithium batteries, dry ice, magnetized material, and environmentally hazardous substances.

The shipper’s responsibilities
Under the air transport framework, legal responsibility for offering a compliant dangerous goods shipment sits with the shipper — not the forwarder, and not the airline. Those responsibilities generally include the following.
Classification
Correctly identifying the material: proper shipping name, class or division, subsidiary hazards, UN number, and packing group where applicable. This flows from the safety data sheet and, where the product is a mixture or an article, sometimes from testing or a manufacturer’s determination. Guessing here invalidates everything downstream.
UN-specification packaging
Most dangerous goods must travel in packaging that has been designed and tested to a UN specification and marked accordingly. Air transport packing instructions differ from ground and ocean, and inner packaging limits, absorbent requirements, and closure instructions must be followed exactly as written — including the manufacturer’s closure instructions, which are frequently ignored and frequently cause rejections.
Marking and labeling
Hazard labels, handling labels, proper shipping name and UN number marks, orientation arrows where required, and the shipper and consignee details. Marks must be durable, legible, correctly sized and placed, and not obscured by strapping, shrink wrap or other labels. “It was legible when it left us” is not a defense at acceptance.
Shipper’s Declaration for Dangerous Goods
Most air DG shipments require a Shipper’s Declaration for Dangerous Goods, completed in the exact sequence and format the regulations specify, signed by a competent person, and accompanied by an emergency response telephone number that is monitored and answerable during transport. Small errors — a transposed entry order, a missing subsidiary risk, a number that rings to voicemail — get shipments rejected.
Training and competency
Anyone who classifies, packs, marks, labels, documents or offers dangerous goods for air transport must be trained and demonstrably competent, with records retained. Requirements are competency-based and periodic refresher training applies. Confirm the current training and recurrency expectations with a qualified DG trainer — this is one of the most commonly cited findings in audits.
Passenger aircraft versus cargo aircraft
The regulations distinguish between what may be carried on aircraft that carry passengers and what may only be carried on cargo aircraft. In general, passenger-aircraft provisions are more restrictive — smaller permitted quantities per package and a narrower range of acceptable materials — while cargo-aircraft-only provisions allow larger quantities for some commodities, with a corresponding “Cargo Aircraft Only” handling label and documentation.
This matters commercially. Out of MIA, restricting a shipment to freighters can change your carrier options, transit time and cost, particularly on thinner Latin American and Caribbean lanes served largely by passenger belly capacity. Ask your forwarder early whether your commodity and quantity fit passenger provisions, because the answer shapes routing. Do not assume specific limits from memory; verify against the current edition for your exact entry.
Excepted and limited quantities as concepts
The regulations recognize that very small amounts of some dangerous goods present reduced risk, and provide relief mechanisms. Two concepts you will hear:
- Excepted quantities — very small inner and outer quantities of certain materials, packaged and marked under a defined scheme, with substantially reduced documentation requirements.
- Limited quantities — small amounts in defined packaging with certain relief from full requirements. Note that limited quantity relief is not uniformly available in air transport the way it is in surface modes; its applicability depends on the commodity and mode.
Both mechanisms have strict eligibility conditions, their own marking, and quantity ceilings that vary by material. Treat them as options to explore with a specialist rather than shortcuts to apply yourself — misapplied relief is a common rejection cause.
Why acceptance checks reject shipments
Every DG shipment offered to an airline goes through an acceptance check against a formal checklist. Forwarders typically run their own screen first. The recurring failure causes are unglamorous:
- Errors or omissions on the Shipper’s Declaration — wrong sequence, missing subsidiary hazard, wrong packing instruction reference, unsigned or wrongly signed.
- Missing or unreachable emergency contact number.
- Packaging that does not match the packing instruction, or UN packaging closed incorrectly.
- Illegible, undersized, obscured, or incorrectly placed marks and labels; old labels left on reused boxes.
- Mismatches between the air waybill, the declaration and the actual package.
- Quantities exceeding what is permitted for the aircraft type on the intended routing.
- Carrier or state variations that prohibit the commodity on that lane.
A rejected shipment is not just a delay. It can mean a return trip from the airport, re-packing, re-documentation, missed flights and storage charges. Building in a pre-tender review with a qualified DG specialist is almost always cheaper than the rework.
Ground-side handling into MIA
Compliance does not start at the airline counter. Getting dangerous goods to the MIA cargo area is itself a regulated ground move, and the details matter:
- Hazmat-qualified trucking with properly endorsed, TSA-vetted drivers, correct placarding and shipping papers for the road leg.
- Bonded trucking where the freight is moving in bond to the airport for export or transfer.
- CFS delivery and build-up — palletizing or containerizing to airline requirements, with segregation rules observed between incompatible materials on the same unit load device.
- Compliant staging if the freight cannot go straight to the airline, including appropriate segregation and security in the warehouse.

How to prepare a DG air shipment
A workable sequence: obtain the current safety data sheet; have the material classified by a trained person; confirm the applicable provisions in the current DGR edition for your commodity, quantity and routing; procure and correctly close the specified packaging; mark and label; prepare the declaration and air waybill with a live emergency number; verify training records are current; and book with a carrier that accepts the commodity on that lane. Build a buffer day — DG shipments do not respond well to same-day heroics.
